DEFINITION: Performs highly specialized and complex information systems analysis and design tasks, and provides technical leadership in IT strategic planning, business automation planning, business process improvement and application development. Acts as a lead or technical consultant for complex systems development projects and may supervise lower level Information Systems Analysts and other technical staff.


CLASSIFICATION STANDARDS:

This is the principal-level in the Information Systems Analyst series and generally reports to an Information Technology manager. Positions require the application of significant technical knowledge and analytical skills necessary to design or develop information systems solutions in complex problem areas. Incumbents understand and are able to apply advanced principles, concepts, and methods of application analysis and design. Incumbents work on one or more major systems, which are characterized by their critical nature, size, application, or technical complexity. Incumbents play a lead role in defining requirements for or designing application functionality and performance characteristics. Principal information systems analysts may provide technical direction for a project or application, or a portion or module of a very large and complex project or application, and may lead a team of analysts, developers, other technical staff, and subject matter experts engaged in all phases of the system development lifecycle.

Information Systems Analysts are distinguished from Application Developers in that incumbents focus on the analysis, design, testing and systems implementation tasks and do not perform programming duties as an essential job function. They are distinguished from Senior Information Systems Analyst by the incumbents serving as technical experts involving information systems design along with project lead or supervisory responsibilities.


Essential Job Functions


  • As a member of Public Health Information Systems (PHIS), provides information technology leadership and expertise to establish, maintain and enhance technology, including the Laboratory Information Management System (LIMS), within the Public Health Laboratory (PHL).

  • Supervises and provides technical direction to a team of Information Technology staff involved with maintenance, testing, client/user support, systems implementation, and interfaces for the Laboratory Information Management System.

  • Serves as a Laboratory Information Management System subject matter expert and is responsible for analysis of new systems, system planning and implementation.

  • Designs project plans and assigns and guides relevant staff to project completion within established timelines.

  • Leads, participates in the work and supervise a team of Information Systems Analysts and other technical staff engaged in the development, implementation or maintenance of highly complex systems as needed.

  • Develops systems specifications, through requirements gathering, research, analysis and direct contact with business units, subject matter experts, system users and technical staff, and hardware/software vendors for specialized and complex applications using relevant tools and techniques for systems development.

  • Conducts analysis and planning to revise and update the department's long-range information system plans, business automation plans and IT strategic plans.

  • Solves the more complex application problems.

  • Develops contract solicitation documents such as requests for proposals (RFPs), requests for quotes (RFQs), requests for information (RFIs), statements of work (SOWs) etc.

  • Monitors vendor performance to ensure contract deliverables meet requirements, resolves problems, prepares reports, and reviews/approves vendor payments.

  • Acts as technical consultant to a project manager, department management, and/or user management regarding one or more major system or maintenance analysis and design efforts.

  • Represents the department at interdepartmental meetings and serve on Countywide information technology committees and work groups as needed.

  • Performs consulting services to customers on new initiatives.

  • Serves as the system manager for a complex application system, controlling system configuration such as data dictionaries, configuration options, and release cycles; regression test development planning and managing the release of new or updated application modules; analyzing, planning, documenting and championing changes to business processes; planning training, and having authority for change management at the application level as needed.

  • Performs analysis and manage reporting for project portfolio management and/or application portfolio management and serve as a project management methodology consultant as part of a project management office (PMO) as needed.

  • Coordinates and works with vendors to develop and implement solutions to specific problems or to meet specific objectives.

  • Keeps abreast of emerging information technology trends including new hardware and software and reviews the application of new technology with customers and department management.

  • Oversees the development and maintenance of technical documentation for enterprise or complex systems.

  • Performs analysis and manage reporting of IT performance metrics.

  • Serves as a project manager for applications of significant budget and duration, and/or manages multiple projects for smaller applications, guiding all activities in the systems development life cycle, from business requirements gathering to post-implementation activities.

  • Prepares detailed project plans and assign activities to team members from multiple disciplines, and monitor and report status.

  • Develops, implements and supports project management, systems analysis, software development and systems implementation tools, techniques and methodologies.

  • Establishes quality assurance procedures.

  • Supervises lower level technical staff.
